It's becoming harder for new graduates to find jobs in Beijing that offer them the chance to switch their household registration or hukou to the capital, thus allowing them to enjoy the social benefits that flow from having a Beijing hukou. The number of positions with central government departments that offer non-residents the opportunity of switching their hukou has shrunk recently in accordance with policies aimed at curbing population growth in the crowded capital, leading to a drop off in the number of graduates who stay in the capital after graduation. According to one official, the number of non-local students who remain in the city after graduation has fallen from around 10,000 to 6 or 7,000 each year. The price of a Beijing "hukou" on the black market has also risen with some paying as much as 270,000 yuan to alter their household registration.
